RMAA President: Tim Leurer 

Tim is the Administrator for the R.M. of Kelvington No. 366. He was born and educated in Odessa, Saskatchewan. After attending business college in Regina in 1972-73 he worked a number of years in accounting for the provincial government. His first exposure to municipal work began in 1977 with the Municipal Services Branch of the Department of Northern Saskatchewan in La Ronge. In 1979, Tim began the Junior LGA course and became Administrator for the Town of Big River. During that tenure he received his Urban C and Rural C Certificates. In 1981, Tim became Administrator for the R.M. of Kelvington No. 366 and obtained his Rural A Certificate in 1983.

Tim and his wife Elizabeth have three children: Cory, Christopher and Brooke. He enjoys the great outdoors and after hours may be active at hunting, fishing, golfing, curling or playing music.

Tim was elected to the RMAA Board of Directors in 2003.  He has served as chairperson of a number of committees.  As President of the RMAA, Tim sits as Director Ex-Officio on the SARM Board of Directors.

RMAA Vice President: John Eberl

Born in Arcola and raised on a farm in the R.M. of Brock No. 64 (where his father served on council) until the age of 13, when his family moved in to the Town of Arcola, John started his municipal career at the Town of Unity where he served as Assistant Administrator from December 1980 to 1984. He accepted the position of Administrator for the R.M. of Antler No. 61 (office in Redvers) in January of 1985 and remained there until March of 2002. From July of 1999 until March of 2002, John served as in a dual capacity as Administrator of the R.M. of Reciprocity No. 32 (office in Alida). John continued his municipal career in 2002 in Ontario, serving as CAO/Treasurer of the Township of Black River-Matheson (bordering the City of Timmins). In 2004, following a return to Saskatchewan with his family, John resumed his municipal career as Administrator for the R.M. of Sarnia No. 221 and Village of Holdfast. In 2008, John accepted the position of Administrator for the Rural Municipality of Moose Jaw No. 161, where he is currently employed. John has been extremely active in sport and community affairs his entire career, the highlight of which was the construction of a new health centre in Redvers while acting as Secretary-treasurer of the Redvers & District Community Health Foundation Inc., and now includes nine years as Treasurer of the Moose Jaw Soccer Association Board of Directors.

John currently resides in Moose Jaw with his wife Rayleen, and their children Casey (born 1997) and Raine (born 1999). John holds Rural "Superior A" Certificate and an Urban Class "C" Certificate in municipal administration, and a Certificate in Local Government Administration from the University of Regina. John is a believer in lifelong learning and has participated in various courses and seminars in order to upgrade his skills. John has participated post-high school at an organized level in the sports of badminton, fastball, baseball, football, soccer and curling, and acted as a volunteer, player and official in all the sports noted, with the exception of soccer, acting as a coach and player, and football, acting as a coach only.

RMAA Past President: Don McCallum

Don McCallum is the Administrator of the R.M. of Cut Knife No. 439 as well as the Administrator of the Town of Cut Knife. Born and raised on a farm near Unity, Saskatchewan, Don attended elementary school in Adanac and graduated from high school in Unity. Don began his career in Local Government in November of 1979 as the Secretary-Treasurer of the R.M. of Victory No. 226 in Beechy, Sask. He received his “C” Certificate in November of 1980. In February 1983, Don became the Administrator for the R.M. of Cut Knife. He received his “A” Certificate in November, 1982 and his Superior “A” Certificate in December, 1989.

While in Cut Knife, Don has served on the Cut Knife Credit Union Board, been Secretary-Treasurer of the Cut Knife and District Seed Cleaning Co-operative, served as chairman of the Cut Knife Housing Authority Board, bee Master of the Kilwinning Masonic Lodge, volunteered many years as ambulance driver and attendant, coached minor baseball and hockey, and is a Justice of the Peace and Marriage Commissioner. Don was elected to the RMAA Board of Directors in May 1999. He has served on numerous committees.

RMAA Executive Director: Kevin Ritchie

Kevin Ritchie is the Administrator of the R.M. of Bratt’s Lake No. 129 and the Village of Wilcox. Born and raised on a farm South of Wilcox, Kevin attended elementary school in Wilcox and graduated from Milestone High School.

Locally, Kevin has served as a volunteer firefighter, Secretary-Treasurer of the Wilcox Recreation Authority, Charter President of the Wilcox Optimist Club, and as Trustee , Vice-Chairman and Chairman of the Wilcox School Division Board of Trustees.

Kevin has a Senior Certificate in Local Government Administration and holds a Superior A Certificate issued by Saskatchewan Rural Development.

Kevin was first elected as RMAA Director for Division 2 in 1993. He served on and chaired several RMAA committees. He was elected Vice-President in 2002 and then served as President from 2003 to 2007.

Kevin was appointed Executive-Director for the RMAA on January 1, 2008.

Kevin is married and he and his wife Tammy have three children, Dane, Sarah and Christopher.

RMAA Director Exofficio: David Marit

David is currently a Councillor for Division 3 in the RM of Willow Bunch No. 42.

David completed his schooling in Rockglen in 1972, when he bought his farm.  He farmed with his father until 1975 and since then, he has been in partnership with his brother.  

David became involved in local government in 1993 when he was elected as Councillor. In 1997, David was involved in the formation of the South Central Area Transportation Planning Committee and chaired that committee for two years.  In 1999, David worked with a group of farmers in the purchase of Red Coat Road and Rail, a short line running from Assiniboia to Pangman.  In 2005, David worked with a group of municipalities to purchase their rail line from Assiniboia to Coronach, which they obtained January 1, 2006.  In 2004, David was appointed by SARM to the FCM Board of Directors, a position he currently holds.  In 2011, he was elected Chair of the Rural Forum at FCM.

David was elected as Director for Division 2 of SARM in 1999, Vice-President in 2004, and was elected President of SARM at the 2006 Annual Convention.

David married Lois in 1977, and they have two children, Jordan and Katelyn. 


  RMAA Director Division I: Kim McIvor

Kim is the Administrator for the R.M of Estevan No. 5.

Kim grew up on the family farm East of Girvin, Sask and attended School in Davidson from grades 1 to 10, grade 11 in Regina and graduated from Vanier Collegiate in Moose Jaw in 1982.

Kim began his career in Municipal Government training at the R.M. of Arm River No. 252 and R.M. of Willner No. 253 Office in Davidson in 1992. Kim accepted his first position as Administrator in Kamsack at the R.M. of Cote No. 271 in September of 1993.  Then moved to the R. M. of Weyburn No. 67 and the R.M. of Brokenshell No. 68 in February of 2001 to run the joint office there for 10 years before accepting the position as Administrator at the RM of Estevan No. 5 in October of 2011.

Kim has his Rural Board of Examiners Rural Class "Superior A" Certificate of Qualification, his Certificate in Local Government Administration from the University of Regina, his Certificate in Local Government Administration in Municipal Administration from the University of Alberta and studied Business Administration at Lake Superior State University.

Kim was elected to the Board of Directors for the R.M.A.A. in May of 2004. Kim and Cori Lynn McIvor reside in Estevan and have three children Chandra, Mitchell and Laurae.

RMAA Director Division II: Tammy Franks

Tammy Franks is the Administrator for the R.M. of Stonehenge No. 73 and the Village of Limerick.

Born in Outlook, Saskatchewan and raised in Rockglen, Saskatchewan. Tammy received her Public Administration Diploma from SIAST, Palliser Campus in Moose Jaw in May, 1994. She began working as a Clerk for the Town of Assiniboia and obtained her Urban "C" Certificate in May, 1995 and Rural "C" Certificate in January, 1996. In September, 1997 she became Administrator for the R.M. of Poplar Valley No. 12 and obtained her Rural "A" Certificate in December, 1999. From November, 2001 to March, 2002 she also held the interim position of Administrator for the R.M. of Old Post No. 43. In February, 2002 she became the Administrator of the R.M. of Stonehenge No. 73 and the Village of Limerick. She obtained her Rural Superior "A" Certificate in April, 2005.

Tammy and her husband Shane live at Scout Lake with their children, Christina, Tyler and Wade. They farm, ranch and truck. Tammy is also involved with teaching Sunday School, secretary for the Hamlet of Scout Lake Board, chairperson for the 7th Avenue School Yearbook and is kept busy with Christina's 4-H Club and horses.

RMAA Director Division III: Lori McDonald  

Lori McDonald is Administrator of the R.M. of Monet No. 257. Born in Esterhazy, SK and raised in Saskatoon, SK.

Lori received her Diploma of Applied Arts in Accountancy from Saskatchewan Technical Institute in Moose Jaw, SK in May, 1985.

She began working as part-time Office Assistant at the R.M. of Monet No. 257 in Elrose in September, 1985 under the guidance of Administrator, Glenda Giles. At the same time, she worked part-time as payroll clerk for Eston-Elrose School Division No. 33 and as an accounting clerk at Rosetown Accounting Services. She then became Administrator of Monet in September, 1989.

Lori received her Rural Class "C" Certificate in September, 1989, her Rural Class "A" Certificate in May, 1992, and her Rural Class "Superior A" Certificate in April, 2005.

Lori is Secretary/Treasurer for the Sask. Landing Regional Water Pipeline Utility, which is 4 municipalities building 2 water treatment plants and constructing a water pipeline to approx. 300 farms. Meetings first began in December, 2001 and the Utility formed in 2007. Construction of this $41.9 million project started September, 2011.

Lori resides in Elrose and has three girls: Lauren, Nancy & Jan. She is active in the community cheering on her girls at sporting and music events, as Uniplex Kitchen Volunteer, auditor for various community clubs, and teaching gymnastics. In her spare time she likes to golf, curl, do yoga and play cards.

RMAA Director Division IV: Edith Goddard

Edith Goddard is the Administrator for the R.M. of Kellross No. 247 municipal office located in Leross, SK.

Born and raised on a mixed farm near Guelph Ontario. With her family, Edith moved to Kelliher, SK. where she completed her Grade 12 at Kelliher High School.

Edith's career in local government started in 1986 in the Village of Kelliher office where she worked part time for a number of years. Edith attained her Local Government Certificate at this time.

Edith was hired at the Rural Municipality of Kellross No. 247 in 2003 and obtained her 'C' Certificate. Edith obtained her 'A' Certificate in November, 2006. As well, Edith holds Social Services Level 1 & 2 and Level 1 & 2 of Occupational Health & Safety.

Edith raised two children, one daughter, Cynthia, who lives and works in Calgary, Alberta and one son, Timothy, who, with his wife, Leah and two children, Kiera and Zachary live and work in Regina, SK.

Edith serves as a Director on the Deer Park Villa Board, Ituna, SK. and the Community Resource Centre Board, Lestock, SK. She is the Secretary of the Kelliher Legion Branch No. 219 and is an active member of the Kelliher Lioness Club.

Edith enjoys walking (staying fit), reading and curling.

Edith was elected to the Board of Directors for the RMAA in September, 2010 for Division 4.

RMAA Director Division V: Wendy Gowda

Wendy Gowda is the Administrator of the R.M. of Buckland No. 491. Born and raised in Kelvington, Wendy enjoyed growing up in Rural Saskatchewan, enjoying a rural family lifestyle and the comradery and community leadership acquired through the 4-H Light Horse Club.

Raising her children in Kelvington, Wendy enjoyed community involvement, organizing community projects, working the family business and was very involved with her children’s sport and music activities. During this time, Wendy attended university classes at St. Peter’s College, and further obtained - via correspondence, University of Saskatchewan Certificate in Health Care Administration and the University of Regina Certificate in Local Government Administration. Wendy believes in ongoing professional development, and has completed the first level of NACLA, and continues to take classes through SIAST in Prince Albert.

Wendy’s administrative career began in the Town of Kelvington in 1991 receiving training under Bruno Kossman and Beverley Link, obtaining a “C” Certificate in Kelvington, before accepting a Rural Municipal Administrator position with the R.M. of Big River in 1995, obtained an “A” Certificate in 1998 and accepted a position with the R.M. of Buckland No. 491.

Wendy has made her home at Bell’s Beach on Christopher Lake, enjoys outdoor activities, entertaining family and friends at her lake home, and volunteer work with the YWCA in Prince Albert.

Wendy was elected to the RMAA Board in May of 2006 as Director for Division V.

RMAA Director Division VI: Glenda Giles, Kindersley

Glenda was raised on the family farm just east of Elrose. She took her schooling at Elrose Composite School, then received a Legal Secretary Diploma from Saskatoon Business College. Upon completion of this course, she returned to Elrose where she married and raised three children – Dean, Stacey and Leanne.

Glenda began work in the municipal world in 1973 and 1974 at the RM of Monet No. 257 where her mother, Doreen Hazel, was employed under the Administration of Al Herman. In 1983, Glenda was once again employed part-time by the RM of Monet where Michael Rattray was the Administrator. She took the LGA course and, in 1985, after Michael resigned, Glenda was hired as the Administrator under the supervision of Doug Empey until the receipt of her Rural Class C Certificate in 1986. She received her Rural Class A Certificate in 1988. In 1989, she moved to Saskatoon for five years where she owned and operated Hub Tire Shop Equipment & Supplies Ltd. During that time, she did two maternity leaves for Lori McDonald, the new Administrator at the RM of Monet. In 1995, Glenda moved back to Elrose and returned to the municipal field when she was hired by the RM of Mountain View No. 318. In 1999, she accepted the Administrator’s position with the RM of Kindersley No. 290 where she is currently employed. She was elected to the Board of Directors in 2006.

Glenda lives with her partner Clayton Braybrook, in Kindersley and is very involved with music and the Arts. She enjoys singing, dancing, horse racing, sewing, needlework and, best of all, playing with her grandchildren.
